  1. I'm converting some video
    AVI -> MPEG -> VOB

    that has muddy sound since it was recorded on VHS in the 80s. I'd like to crank up the high end of the audio spectrum. Are there some tools that will handle this as part of the transcode? TMpegEnc and WinAVI seem to have none of this.

    Not during the transcode..
    You'll have to filter and normalize the sound with a separate .WAV editor.
    Once that's done, then encode to your heart's content...

    You could run it through an audio editor and see if you can make any improvements by filtering adjustments. I use the freeware audio editor Audacity.

    I put the AVI into VirtualDub and save out the audio as a WAV. Then import that to Audacity, do your editing and save the output as a WAV. You can then encode to MPEG-2 by using the original video and select the new WAV as your audio source. Other programs can do this also.

    You could try running it through Audacity, using the free VST plugin X-cita. Unfortunately Audacity doesn't support gui's for VST plugins (yet), but X-cita seems compatible & can effectively enhance the high-end freq's. Just don't boost the low-end too much or you'll rattle your TV speakers!
