What kind of file is your source file (container, video codec, audio codec)?
To convert to MPEG-1 with ffmpegX, it is best to start by selecting a VCD preset. This sets loads of settings right in the various tabs with one click. If you want to use the output on DVD, then change the audio sampling to 48000 Hz. Leave the audio codec at ".MP2"
The output should be an .mpg file.
