I've just got the above when I never have before.
I Multiplexing a VCD, using the MPEG-1 VCD setting.
I also tried the others and got more underflow.
Also, the resulting video looks a little slow motion.
The mpv video file was created with CCE SP, which never caused problems before. I ripped the audio from the original streaming AVIs using TMPGE.
One note is that the Multiplexing in TMPGE hasd worked before this (earlier in the day) without a flaw... ???

As Peter said, probably you have chosen the wrong format. Try Video-CD(non-standard)
This may help or not. CCE produce very odd MPEG-1, especially at very low bitrates and VBR mode sometimes.
I guess, you try to multiplex your MPEG-1(multipass VBR).
