Probably a PAL source -> PAL DVD on a NTSC player (or the other way around).
If that's the case, look around here for guides on PAL -> NTSC conversions. There are several methods.

If I have a video file from a unknown source, I drop it into Gspot first and check the video and audio before I try to convert it. PAL should show up as 25fps video. You want to watch for AC3 and MP3 VBR audio also. They can cause problems if not handled properly when converted to DVD format. You can compare the other attributes of the file to the DVD specs in 'What is' DVD to the upper left. <<<

Look here for screenshot posting tips: https://www.videohelp.com/forum/viewtopic.php?t=271697
Anyway, if it shows 25fps, mats.hogberg probably had the answer.

Still no relevant info. Frame rate. What's the frame rate? What TV system where you live?
