I have a Studio PCTV Pro, I have it hooked up to capture from the composite but it have horizontal lines that show up (like weak signal noise). I am not sure if the cable or card is picking up interference or if this could be a defective card.
Any help or guidance is greatly appreciated.

What speed is your processor? Also, which version of DirectX are you using. I had the same problems after "upgrading" to DX8 (from 7.1). I was able to reduce the horizontal banding by stepping down to 24bit color (from 32bit color) under Windows Display Properties.
My other machine (a 500mHz Celeron) still has DX7.1. I put my ATI TV Wonder VE in it and the horizontal bands were gone. Both the ATI and my Pinnacle PCTV Pro did it, and I am hoping that the faster processor fixes it.
My processor is 300mHz, so I am hoping that this problem will go away after I get a faster processor. Aparently DX8 requires more processor "umph" for whatever reason. At least that is my hope.
