I really hope somebody can help. I have spent 1 ˝ days reading, learning and playing with TMPGEnc 2.00. While I have learned a lot and have actually made progress I am not getting the right results. I am at a point where I am concerned that I have the quality as best as I am going to get.

Here is my problem:
I have a PAL SVCD and want to simply convert it to an NTSC SVCD. I am able to convert and burn test CD’s which play fine but the quality looks like a VCD. The PAL SVCD is a near DVD quality but after I encode, burn and play it shows a lot of artifacts/pixilation and some scenes seem a bit jerky. I load TMPGEnc and setup the output to NTSC SVCD. The original file is 4:3, 25 fps, 720X576. Is this problem occurring because the default NTSC SVCD outputs to 29 fps, creating all of my headaches? Should I change the default output fps? Is PAL to NTSC more complicated? Any other setting recommendations aside from the ones in the How-To’s here on VCDHelp?
