Honestly I've never had a problem with Macrovision through a scart cable....though I've never used scart to scart(VHS to DVD Recorder) because my DVD Recorder has no scart...it is an American version(Philips 985). I use either a scart to s-video/audio RCA's or scart to all RCA cables and have never had any troubles.

Don't know about scart leads having a 'de-macrovision' element but there was a tool called 'Macrobuster' out a while back. It was a small in-line box that descrambled the signal so you could copy as normal. Maybe a search in Google may help? You would only need this if the source is a VHS tape surely.
