I have some vcds with very dark video and the audio echos or sounds like it was recorded in a hallway. Is there any way that I can improve the quality of the audio and video before converting to DVD?

Not really. You could look at the virtualdub with the MSU deblocking filter (which seems to actually work pretty well on VCD source) and brightness/contrast filter to try and improve visual quality. You might be able to remove some of the echo in something like sound forge or audition.
But you are starting from very low quality source, and you should be prepared for the fact that you will get little return for your efforts.Read my blog here.
