Sometimes I have these PAL files and some NTSC files and seeing as they don't mix on a dvd, I have to reencode one or the other to the right region. Well I was thinking what if I encoded the NTSC to PAL and authored it, seeing as I am the one authoring it and not a dvd company theres no region protection then I burn it. Say afterwards I decide to make an other copy and so I use dvddecrypter to rip it which will also remove any protections to make it region free, would those 2 dvds work in a region setting dvd player ? Just a thought.

You have two separate issues: region code and PAL/NTSC conversion.
The region code is simply a flag telling the DVD player if it's allowed to play the video.
Most PAL DVD players will play both NTSC and PAL encoded videos. But most NTSC DVD players (in the USA) will not play PAL encoded video. To view PAL videos in the USA you need a PAL-to-NTSC converting player. -
