I have a ATI Radeon 9200 VIVO card wich I would like to hook up to by tv for watching movies.
The quality on the tv is great, but during fast moving scenes it seem as if the picture "tears". Almost like when playing a high FPS game where you tell in the settings not to sync every frame.
I have tested the latest drivers.
Any help??

You may have your refresh rate to high.
Google is your Friend -
I think the refresh rate is correct as the TV would not, otherwise, display an image. It is possible that the movie may not have been encoded in a manner that kept the high-speed movement intact. There are 2-pass encoding methods that handle fast motion better while reducing bitrate for the "slow" scenes.
How does it look on the computer screen?
