cropped screen on mpeg file

hi all newbie here
ok my prob is that i have recived an mpeg movie file but when i open it , it has been cropped both top and side i:e i get a rectangle picutre in the middle of my screen after trying to convert this file the output is the same wether i use 4:3 or 16:9 output (i use both winavi ans vso as reccommended in some of the forums here)is there a prog i can use to stretch the output to either fullscreen 4:3 or 16:9

Does it have the borders when you play it in WMP ? (i.e. are they encoded into the file)

If so, you will have to crop them off before re-encoding.

yep i got borders alround the pic , the side borders aint 2 bad but when i burn to dvd i have to use zoom to fill the screen and even then i still lose some of the pic

can u reccomend a prog to re encode without the borders
