At what compression do you start to lose visable quality?.. I know anywhere under 100%, but at what point does it become noticable.

Depends on a number of factors. Some people have a greater eye for detail than others.
Also, depends on what you view the dvd on. View it on a 17" monitor, you wont see any quality difference, however, view it on a 50" TV for example, you will notice the difference.
It would also vary from dvd to dvd. -
Depending on the source and the encoder it can become noticeable immediately even at 8000CBR. Check out the difference between the source AVI and the MPEG. Realistically once you start getting below 6000VBR you can start to see quality loss from a decent source.

It depends on the movie too, I bought some dvd from Walmart on sale some old movies and the quality is so bad looks like 30% compression , no wonder they sell 50 cents. Likewise every movie is different the only way is to sample it.
