Can I set EXACT bit rate using ATI's TV console?

I have version 9.0 of the TV program. When I capture analog video the only way I see to set the video bitrate is a slider. Regardless of how careful I am, I sometimes cannot get it on the exact bitrate I want. For example, it jumps from 3.98 to 4.02 kbps, when I'm trying to set it to 4.0.

Is there any way for me to just type the number in? A setup file or something, perhaps?

Try left clicking the adjustment slider in the program then use the arrow keys on your kb for fine settings.
