Probably ffmpegX. It kinda depends what sort of video and audio are inside your AVI container.

I gather encoding AVI to DVD is a fairly slow process, so I want to set the right parameters before encoding with FFmpegX. If the source format is AVI and I want to encode to DVD for play on a standalone DVD player, what should I choose as target format? "DVD mpeg2enc" or "MPEG-TS" ( or none of these)

I usually try DVD-ffmpeg first as it is about twice as fast as DVD-mpeg2enc.
I also usually uncheck 'author as DVD' and check 'keep elementary streams'. Once I have my .mpg file I author a new DVD using Sizzle 0.1 (I have found in the past that ffmpegX's authoring abilities arent that great.)
You should also double check the frame rate, aspect ratio and video resolution before clicking encode.
The elementary streams are only in case something goes wrong. Once you have your authored video_ts folder you can chuck 'em.
