hi, i have a 700mb avi file and would like to reduce that to 300mb (AVI to VCD). is that even possible without losing its quality? if so, what is the best software that does the trick? your input will be highly appreciated. thanks!

How many minutes? The avi file size does not matter if you convert to MPEG1 VCD.
VCD is around 10MB/minute and you can't change that. You can make a "XVCD" and lower the bitrate and get smaller file size. -
A common 700 MB AVI, if it's DivX or similar, usually is >= 1 hour, so as VCD it'll be >=600 MB. And encoding to VCD (or anything else, but VCD in particular) will reduce the quality.

The '.avi' is an extension to indicate the container of the raw movie data. A container is needed because, for one thing, it holds the audio and video together and keeps them from walking away from each other. Other such containers are: .mkv and .mp4.
To reduce the file-size of a movie from 700 MB to 300 MB needs compression. So if your .avi already contains a compressed stream (e.g., DivX or XviD compression), then you will lose quality because fresh encoding will be required. Encoding almost always sacrifices quality.
Several transcoders are available. One that will do mpeg4>mpeg1 conversion will do for you if your .avi is mpeg4 (i.e., DivX or XviD).
