  1. Does anyone know if it's possible to specify chapter points with a great accuracy than 1 second with DVD author? It appears to just take HH:MM:SS.

    You won't get any better than I-frame accuracy, which is generally every 12-15 frames unless an I-frame has been specified for the start of a scene. So with accuracy down to the second you will be only half a second off anyways.

    I don't use it myself, but a quick read of the docs for DVD Author and DVD AuthorGUI shows accuracy only the second, which would imply nearest I-frame following the specified second.

    GUI for DVD Author talks about it's extended chapter editor, which allows for fractions of seconds. This might be what you need to look at.
