Hi,
Is there such a converter that can convert a VOB to VOB, just changing some stuff... like the FPS, Aspect Ratio and other stuff like that, whilst keeping it a VOB rather than converting it to an AVI. Any help would be greatly appreciated.

You are talking about format conversion and aspect ratio conversion. What's in the vob ? If it is movie only, demux, use dgpulldown on the movie file to change framerate (depending on what you need to change) and restream to change AR flags. However, if you are changing format between NTSC and PAL, changing framerate isn't enough - the resolutions are also different, and this will require a reencode in most cases.

What do you want to do? A VOB file is just a Video OBject file. It contains the multiplexed streams plus navigational information for the DVD. If you mess with the information in the VOB file too much, I'm afraid that you'll just end up with an unreadable file.

Hi,
I want to convert the VOB file, which is a video file from a DVD, and I just want to convert it to another VOB file just changing some things... like FPS and aspect ratio and resolution etc... basically from PAL to NTSC. If I can just convert all VOB's converting each from PAL to NTSC, I can enter them all in DVD-Lab Pro and re-make the whole navigation of the DVD.

Sorry, but you can't do a standards conversion like that. Like gunslinger said, the two formats are different framerates and different resolutions. Just changing the A/R of the movie won't actually resize it.

Input the video to your encoder, and resize the video to the proper size (720x576 for PAL, or 720x480 for NTSC). The video will be encoded at the improper framerate, but the chroma/luma information will be correct. You need to slow PAL down to 24fps, or speed up NTSC to 25fps. You also have to change the speed on your audio, or you'll have sync problems.
A menu is just another video file.
Then reauthor your film.ICBM target coordinates:
