BURN DVD file format on a CDR disc n recognize as DVD Disc??

Can i burn a DVD file (which the size is smaller than 700MB) on a CDR which would be recognize by DVD player as a DVD disc?

Some DVD players will recognise a DVD compliant mpeg file and play it. Some will also play a format called cDVD - the same structure as a DVD (VIDEO_TS, ifo files etc) but on a CD. It may be a case of suck it and see to know if your will play it or not.

...and keep the bitrate down @ or below SVCD rates - Most DVD players can't spin a CD fast enough for higher rates.

I've got a small portable dvd player that will play miniDVD's up to 4mbps with mpeg or AC3 audio.

Anything much higher than 4mbps will cause "stuttering" during playback...

So as mentioned, keep the bitrates down (use Half D1 for a better picture at the lower bitrates). But it's still a crapshoot as to whether your dvd player will play it (most do not recognize the miniDVD's).

If you're going to do that then you might as well burn it as an SVCD which I'm sure will be more widely compatible.

Exactly, that's why I burn it as a miniDVD. Actually, I like the fact that I can burn a miniDVD with some Ulead Authoring apps, and include a DVD Runtime player on the CD-R (note: their DVD Runtime player only supports lpcm and mpeg audio -- no AC3 support). that way I know I can bring in the miniDVD to the office, and it will have its own dvd player using a regular cd-rom (don't have to worry if the office pc machine has a dvd-rom or dvd software.
