If you have the latest version then you can either let it choose the format, or force it to encode to NTSC or PAL. Same with aspect ratio.

I have foudn that while it has a very good bitrate calculator (ie. it calculates an accurate average bitrate for the encoder), it doesn't always follow it's own advice. I have one divx file that should encode to 5760ish according to VSO, but ends up encoding at around 1700.

The best results will come from virtualdubmod, frame served out to your encoder of choice (tmpgenc, cce basic etc). It's not as complicated as it sounds, and gives you better control. The downside is it will take a lot longer, but quality is worth the wait.

You can find them all in tools section of this site. Virtualdub has it's own section. I use both virtualdub and virtualdubmod. Both are free, and there are many different plugins available for them. CCE and tmpgenc are in the encoders section. Both cost. CCE Basic is around US$60. Don't know what tmpgenc costs.

You should also look at the guides for each of these to get tips on setting up and usage. The guides that reference each tool are included on their page in the tools section.
