repair mp3 file 24 kbits

I have an mp3 file with 24 kbits, the quality is horrible.
I lost the original file of it and i was trying to fix it as much as possible , i already tried using soundforge but did not get much results.
anything may be done ?

you can't polish a turd unfortunately. it's probably the best it's going to get, because that's a low bitrate. you cant take something from nothing.

Yup, you can't get back what ain't there. It'll sound a bit better if you resample it to 44.1khz.
