I recently had my Super 8 film home movies professionally transferred to mini-DV. I would like to edit these mini-DV's and output back to tape to create an edited mini-DV master. What software package will best handle this task with either no or minimal re-encoding.

Media Studio Pro is one. All the high end editors will have the print to tape option, or should. Not aware of a cheaper app that does that.

Does Vegas Movie Studio re-encode when it prints an edited DV file to tape?

It will only reencode new footage. Straight cuts do not constitute new footage. Cross fades, adding a text overlay, changing colour, saturation, brightness etc will all cause a reencode OF THE AFFECTED FOOTAGE only. This goes for any DV editor worth it's salt - Premiere Pro, Media Studio Pro, Vegas and Vegas Movie Studio.
If it is only simple cuts, Windows Movie Maker might even be enough - it's free too.Read my blog here.

EDIT : Missed the "print to tape" on the question as i only 'cut' DV back to harddrive storage. No print to tape with Virtual-D.
Perhaps a trial of the above mentioned (app's) may work for the transfer back. -
Use SolveigMM AVI trimmer. It is especially efficient for DV type1 and type2. It's free, has very simple GUI, very fast, since doesn't use any decoding/encoding techniques.

It's not an editer, but WinDV can write to your mini DV tape. So you'd have to edit with another program, save as a DV-AVI then use WinDV to send to your tape. I sometimes use this method to make sure my editing software isn't reducing the quality of the un-edited footage. There could well be another free/inexpensive program to do both editing and send to tape, but I don't do it often so i haven't looked at other methods.

I believe that Ulead Videostudio 8 will also do what you require, again only re-encoding if you create effects or transitions or the like.

Keep in mund that if you apply filter to the whole clip (e.g. levels or color correction) then the entire clip will reencode.
