do all dvd play back at 1x?

In practically yes, all commercially produced movie DVD play no higher than 1x, because they are made with the intended use for standalone players which usually only have 1x DVD drives..and not for computer needs...DVD drive manufactuers aren't stupid, they know that people are ripping DVD movies, so they have begun to advertise/make faster drive speeds....also rhe faster speeds allow for people to use CDRs in these drives and not suffer low transfer rates.

like Kdidy said DVd-Rom dirves need to be fast for other formats of CDs becuase if the only DVD drives we had were only x1 we couldnt play all those great 3D games(and faster rips)

I believe DVD-ROM's have a different laser system for reading CD's.

Yes, some drives are dual laser & some arent, but mostly are single laser...the reason it is written as "DVD 8x CD 48X" is because the physical diferences tween CDs & DVDs, the DVD has it sectors/tracks are in laymans terms more compact, hence the reason for a bigger capacity, thus if you have a info that is pack at high bitrates like DVD video, you dont have to spin the disk as fast because the info is so close together that it comes off at the right speed....whereas the CD sectors/tracks arent no where as near compacted as those on DVD, thus in order to say get the same playback on high bitrate DVD video, you would have to spin the disk MUCH faster in order for the info to be transfered correctly....basically, 8X DVD spin is equal to 48X CD spin...the actual rpm of the motor doesnt change...I tried to put this is basic possible, I can send you a link that explains the differences in far greater detail than me.
