Is there a simple, fast way to do this? If so, I need to re-encode avi's that I can't read the subtitles on when I play on my tv. Any help would be great, thanks.

I'm guessing that you can look into adjusting your TV overscan. Seems to me that the overscan might be a tad off if it's cutting off subtitles.
Otherwise you're going to have to re-encode and put some "filler" at the bottom/sides to "knock" the picture up a tad. I've never done that, but I'm fairly certain it can be done in AVISynth/TMPGEnc. -
