Looking for a program that will backup my Hard drive to DVD (perferably a free one).
Would be nice if it can drag and drop certain folders or files without backing up the whole HD.
Would like to be able to work from this disc and not have it restore it from backup mode to be able to use it.

Have you looked at any of the freeware/shareware sites yet ? (tucos, sbapfiles, download.com)
If so, what have you looked at ?

If you are not trying to make a restore disk but just a backup of data files , then just burn a data dvd.
you will not be able to run window based programs from data disc backup of any kind unless it is greenware (no installer, standalone)
There may exist a live cd/dvd to run windows like they have for linux but I have seen a referance anywhere
