  1. I am capuring DV into an .AVI file. Should I first convert to an MPEG and edit or edit and then convert? Does my decision affect what editing tool I can use? What are the best .AVI editors and the bet MPEG editors?

    Edit in AVI format, try Virtualdub.

    It is much easier to edit in AVI - a lot of people report synch problems if editing MPEG. Virtualdub is pretty easy to pick up, and as an added benefit it's also free. Once finished editing in virtualdub, you can then frameserve to your favorite MPEG encoder, either using virtualdub's frameserver, or by using AVISynth scripts and integrating the edits into your script.
