ok i have an mpeg1 movie. The volume is so low. I have to turn it way up to even hear dialogs. The only thing is i also hear that annoying background fuzzy sound, like the one that you hear when volume is blasted but nothing is playing.

1.How do i extract the audio from the mpeg?

2.What program can i use to make the volume alot higher?

Open the mpeg1 video in goldwave.
Increase the audio with some filter, like maximize https://www.videohelp.com/forum/userguides/160649.php
    Save as wav
Convert the wav to mp2 with 44100 audio and 224 kbit using for example ffmpeggui.
Multiplex the video and the new mp2 audio with tmpgenc under tools->simple multiplex.
