how can i add text to videos like cnn shows its news

i can capture any channel;s video through capture card.....but my question is that ...can i add text at least text or animation to that video and then out put it on my tv .
or all the procedure can be done on live video ..i mean to say if i m watching national geographic and i want to add a text bar in bottom of that channel and then out put it on tv

idea is u must seen the cnn they run a news window at bottom of their channel.
i just want to add such text bar on my channel ....which software will make it happen .... some one told me that through video capture card and some software will make it happen plzz helpp mee

I know that the subtitles you create on Sub Station Alpha can be made to scroll across the bottom of the screen if you use Virtual Dub and one of its filters like TextSub (my favorite), or Subtitler.

Bauhaus Software's Mirage can do such as well [even over live video] -- I am currently looking for a IEEE1394 or USB Video adapter that enables live input and output and/or genlock/keying
