Why is it whenever I get an AVI, the quality is always better on my PC? When I convert it to SVCD it looks ok on my tv but not like on my PC. I have tried using both constant bit rate and 2 pass with the same results. I am also putting the film onto 2 80 minute disks.

Actually, an SVCD will normally look much better on a TV. It sounds like you're converting Divx AVIs to SVCD, which will produce very poor results since the Divx is already so heavily compressed. Disregard this if you aren't using Divx as the source.

If you're getting them from those services, they're almost certainly Divx, and as mentioned a lot of them are extremely poor quality.
