I have an avi file that is 700mb I was wondering what program is the best to convert this to a vcd or svcd. Also what program is the fastest, some of these programs take forever. Is it possible to burn the avi. to a cd and watch it on a dvd player?

    1. TMPGENC cos it's free (and you're a newbie)
    2. Depends on your setup. Run it at night while you're sleeping?
    3. If you convert it to a format your DVD can read, then yes (vcd/svcd). If you burn AVI directly, then no - unless you've got one of them fancy DVD players that can play divx/xvid/MPEG4...

Try DVD2SVCD. It's a bundle of free software used to create VCDs, SVCDs, and DVDs. You can download QUEnc (another free program) and use it with DVD2SVCD to encode.

You decide if quality is more important than processing time. Quality doesn't come without a price.

There are standalone DVD players (Phillips 642) that can read DivX encoded AVIs

BUY an avi (divx/xvid/mpeg4) enabled DVD player and just throw the avi file(s) on a cd(s) or DVD...it is by FAR the cheapest and quickest method.
