multiple audio cds on dvd with chapters?

is there any software that will do this while allowing to click through the songs like you would using the original cd? it's a very long process to create say 22cd on dvd while keeping "tracks" as chapters since it involves making mpg file in tmpgenc then manually adding chapters at song breaks when authoring.
