Method used for XVCD Sample

Does anyone know the encoding method used for the XVCD sample on this webserver, i.e. what programs and what settings?

First, you have to show us the name of the file you downloaded. We are not
mind readers! There's like 8 links (in the tools section ) to download some
sample clips and ranging from VCD to xSVCD.

Provide us with the link (or text unerlined in link) so we can see what you
are talking about, OR the owner of THAT clip might be reading your post
and will be able to help there!

Well actually there are only two XVCD samples, NTSC and PAL.

The one I'm specifically asking about is NTSC, http://www.dvd-wizards.com/vcdhelp/XVCD-NTSC-2500kbit-352x240.zip.
