I'm trying to re-arrange some mpeg4v2 .avi files in Adobe Premiere 6.0, 6.5, and Pro 1.0. I make my cuts and it plays fine in the monitor window. When I export the movie though, the video looks BAD. Horrible artifacts, smearing, blockiness, you name it. The source looks fine, just the output is terrible. Settings follow:
source: MS mpeg4v2 29fps .avi @ 720x480, 48k audio-16bit
output: MS mpeg4v2 29fps .avi @ 720x480, 48k audio-16bit
(data rate: 3000kbps, keyframes every 8 sec.)
links to example frames showing the issue:

any advice is GREATLY appreciated!
