I want to add some of those effects listed in the effects menu in Premiere, but how do I do that ? This program is sooo confusing. Help please.

Just drag them onto the time line onto the clip you wish to apply the effect to. The settings can be adjusted on the "effect controls" tool box.

Hmm,
I seem to having some strange problems with this stuff.
For instance when I try to superimpose a title it all looks to be good in the preview
but doesn't work in the monitor window.
Is there something obvious that I'm not getting here?

Yeah, I get the same thing. I try to add an effect, but when I hit play in the Monitor window, it looks the same as the original.

You have to "scrub" the timeline to see the effect before the video is rendered. Hold down the ALT key and drag the cursor over the timeruler and it should appear in the preview window with the effect - same as for transitions.
