You may want to try TMPGEnc Plus! load the video as Video input, select the template, and ES (Video + Audio):

Dont use TMPGEnc. Cinemacraft Encoder SP is much better. Just input the AVI into the encoder and output a .mpv and a .wav
Then I input my .wav into Sonic Foundry Soft Encode and output a .ac3

The ending result is a .mpv (mpeg) Video
    .ac3 (dolby) Audio

To answer your question as you asked:

Open the install folder of VirtualDub (I suggest using VirtualDubMod instead of Vdub)and look for the AuxSetup.exe, double click on it and then click on the INSTALL HANDLER button now exit.

Open up VirtualDubMod and go to the STREAMS tab at the top then go to the STREAMS LIST option from here you can either DEMUX directly (extract a copy of the original audio)...... OR save a .wav of the original....but before you do this right click on the GREY stream box and select FULL PROCESSING MODE and then select CONVERSION then select your required audio rate (44.1khz for VCD's and 48khz for DVD's). Save to a file.

Now go to the VIDEO select FULL PROCESSING MODE and select FILTERS (a new box will pop up) press the ADD button and select the RESIZE filter and press OK. Enter your required new size in the top box (as calculated to avoid stretching cropping....see bottom) and select BICUBIC RESIZE in the drop down list below.

Tick the Expand and Lettebox tab and from here enter the true size of your output (eg 352 X 288 for PAL VCD's). Preview the video and then press OK and OK.

Now go to the file tab and press the START FRAMESERVER select a name and place for the file (.vdr) and leave it running.

Now open TMPG and point it at the frameserver file (*****.vdr) and, if required, the .wav.

Also get youself BITRATECALC / FITCD / VIDEOCALC as they will all help you calculate the new video size/bitrates/No of Disks etc for you from the original file....amongst other things.

I find it much easier to just use AVIscript and CCE SP to generate a m2v (mpv) and AVIScript/Besweet to make a .wav. If I want an mp2 or AC3 I use FFMPEGGUI and FFMPEG (very fast).
