ok will try to explain, this is a dvd someone made for me.The original source material is not available to me.
The picture looks a bit like watching it through a glass full of water.
I have attached a capture from it, do not know if it will illustrate the problem, have tried noise filter in tmpgexpress, but doesn't seem to make much difference.

Hello,
Try virtualdub. It has a ton of filters that might tweak. Unfortunately it might not make it as good as you want. Try getting the original if you can. That's the best way to solve it.
