How do I compute the start and end frames in TMPGenc for the source range under the Advanced settings?

not sure what you mean by compute, but all you need to do is use the slider and find the point you'd like to beging encoding at, then click "Set Start Frame", then use the slider again to find your end encoding point and click "Set End Frame"...

Hmm? Like Hitechjunki said, just double click on source range, move the pointer to where you want to start stop. Now let me take a guess and add that you want that range to take up the whole CDR and want to know what bitrate to set.
If so use one of the bitrate calculators under tools (on the left). You have to encode with either CBR or 2pass VBR for the calculators to work thou.
