i have a videofile who is too just big to burn on a DVD, which standalone or suite allows me to shrink to the proportions i need?

You could use something like DVD Shrink if you can't reincode it with a lower bitrate, which of course would be the right/best way, if possible. Using DVD Shrink is last ditch in my book, however very effective.

You said "video File" but don't specify any details, try to encode it with a lower bitrate, that way you will lose some quality (depending on how much time you're trying to compensate) but it will fit. Another way is DVD Shrink.
How long is the video file? -
you dont specify your input or your output
its hard to suggest anything useful
cutting it in half will shrink it
