    I have an XviD file, MPEG-4 codec, with AC3 audio. The details on the
    audio are:

    Sampling Rate: 48000 Hz
    Channels: 5 (Stereo)
    Sample Precision: N/A
    Compression: Unknown (tag 2000)
    Data Rate: 448 kbps

    When I play the file using Windows Media Player, the volume is so low that
    it is barely audible, even with my amplified speakers cranked all the way up.

    What I am trying to do is convert the XviD to a DVD. I have used this guide for Goldwave https://www.videohelp.com/forum/userguides/160649.php to boost the audio volume.

    My problem is after I boost the volume and then use TPMGEnc to convert
    to DVD, the volume is OK but is out of synch. I am assuming that boosting
    the volume with Goldwave is doing something to make the audio out of
    synch because it's in sync in the XviD, just barely audible.

    Does anyone have any suggestions how to boost the audio and overcome the synch problem?

  2. I know this doesn't directly answer your question, but it may help you a lot.

    When in TMPGEnc, go to Other Settings --> Audio (tab on top) and select "Use audio edit". You'll find a volume adjust in there, as well as a normalisation option.

    You could try taking the AC3 and converting it to WAV before working on it. I like to use Audacity - this should give you no trouble. Just ensure that the audio is the same length afterwards as before.
