I don't think you can. the cue file contains the burning paramaters.

I believe you can extract the video file with ISObuster, and then create a (s)vcd with that video file.

I use Lior's Cue Maker to make a cue file for all my SVCDs then i burn with Fireburner and it has always worked for me. I dont remember where i got it from but if you give me your email ill send it to you.

Download the latest version of 'ISOBUSTER'.
Use it to open your 'bin' file.
On the left hand directory listing, right-click on the 'CD' entry and use the 'Create CUE Sheet' option.
