how to un-mask "masked" blocks

I came across a VCD from Japan - yes, with mature contents not suitable for minors yet. I was wondering if there are any free programs that would allow me un-mask or to remove the "masked" block.

I have check and did not find any subjects / discussions like that. If I missed it, please point me to the right direction. Thanks.

by masked blocks I assume you are talking about a blurred or mosaic square or circle covering or blocking out part of the picture...

There is not a way to remove it once the video has been output. You would need the original video...before the filter was applied.

I had two points.

a) the question has been asked before. searching the forum would have found the answer

b) it's obvious it can't be done. it falls into the realm of hollywood sci-fi magic, as demonstrated by my example.

Hentai is not cartoons...it means pervert, or perverted in Japanese. I don't mean to sound like an expert on the subject of Japanese porn, but it is ALL over the place here in Japan, more so than you would expect.
