  2. My english is full of holes, but i think what you are looking for is called a Ticker. Can anyone confirm that? Where in the world are you? NTSC or PAL? Is your cable network digital/computerized or use analog hardware? And one thing, isnt cable networks supposed to be paid for through subscriptions? I know i would cancel my cable if they started with unwanted Tickers.

Hey, I want a cable station too!
    How do I get one?

Sounds like you need a text/generator editor.
Try manufacturers like Datavideo or Videonics.

  4. Those brands might not be available in his part of the world. In most of europe they use German made equippment, but small scale manufacturers exist in lots of countries. Many small networks are purely old analog stuff, compatibility can be a problem.

Seems a bit odd that an owner of a cable network, even in another country, wouldn't already have access to local persons that can easily do this..

That said, genlock is the name of what it takes to do this. It takes more specialized hardware than just a capture card, they will only let you cap and add to dead video. For live on live you need a genlock.

Look up Newtek / Video Toaster on the net, for quite some time they were the leader in low end video effects and generation if not still. Babylon 5 with all it's graphics mixed with video was done with their equipment. May be simpler units to do it now, but I bet you can get an older toaster for about the same price and have more capabilities.

  6. I doubt he need anything that advanced, Babylon5 and a scrolling text isnt exactly in the same street Youre right about its strange he dont have contacts, but in some countries cable companies are very small local setups, incredible simple and hardly working, built up of all kind of hardware that wasnt necessarly ment to be used for cable broadcast. The equippment can send out so much noise on the tv bands that houses nearby will not be able to receive on antenna, they have no choice but to pay the cableguy who was the one to destroy their signal in the first place. I wonder how many cable companies in Philippines would be approved after a western standard, from what i seen it should not be many. And thats one of the most hightec countries in all of asia with "highly" developed media infrastructure.

Of course, but by the time you get a newer text only device you may well spend a good fraction of what an older Toaster would be. Also depends on current market etc, I haven't looked at it in several years there may be a cheaper newer option, just some starting points.

You gotta find yourself a circus somewhere and buy yourself a few midgets or dwarfs. Then you dress them in invisible jumpsuits and then have them run back and forth in front of the cameras with flash cards or signs. That's how CNN does it.
