I have a dvd cartoon PAL movie I am trying to convert to ntsc. If I run it through dvd2avi with force film on it shows it as a 20 fps 720 x 576 movie. If I preview this d2v in tmpgenc it shows it as 60 fps and when I view it frame by frame it has one frame that moves followed by 2 frames of the same previous frame. If I load the file into dvd2avi with it set to field operations none then it shows up in dvd2avi as 25 fps but the d2v will not play in tmpgenc preview.
If I load a .vob from this movie virtualdub-mpb shows it as 25fps 720x576.

I demuxed this vob to a video and two audio streams in dvdlab pro. It shows it as 25 fps and obviously since this is pal it is 25 fps. How can I accurately tell for sure if this is progressive, interlace or teclined?????

If I take the m2v that dvdlab created and put it into tmpgenc and preview it it looks like a progressive dvd. I see no combing to suggest interlace but it does seem a little fuzzy in some places like a bad copy or something. Can I safely assume progressive and just use force file in dvd2avi when converting from pal to ntsc.

Progressive/interlaced should not matter, just slow it down to 23.976fps and then apply 3:2 pulldown. Adjust audio length to match.
