I have a 23fps mpeg 1 file I would like to include on a compilation DVD I am creating. Of course, TDA won't accept the 23fps file.
So I did a little searching and came upon pulldown.exe to change the flags. However, it looks like it will only accept and modify mpeg2 files.
What is the best way to author a 23fps mpeg1 file to DVD? I would prefer to not have to re-encode.... what other options are there?

Mpeg1 doesn't support pulldown and because 23.976fps is not supported by the dvd spec you must re-encode it to mpeg2 and then applying the pulldown.
