Big Subtitle Problem,Help Needed

My problem,
i have got alot of dvdr movies without dutch subs,i know how to rip them and putting new subs in it..
I used Ifoedit and or DVDMaestro
So far no problems

I tried now more then 5 different movies
but with every movie the subs ar way out of sync lets say sometimes the first line is a few seconds late or early....half way the film its even minutes...
most of my movies ar ntsc so i convert the sub files to ntsc to..but still nothing helped...

I used a few programs trying to change times and stuf but no luck at all...i can get the first line a bit on time...but when i watch few minutes its one big mess...and way out of sync

So what is it that im doing wrong is there a easy way you can help me...

I will detail the steps that I take. For editing of subs, I use the program Subtitle Workshop which you can obtain from this site. Open up the subs in Subtitle Workshop. Preview the video in Maestro and check if the subs are in sync. If the entire subs or section of subs are not in sync, then select the appropriate subs in Workshop and add a delay to them (Edit-Timings-Set delays or Ctrl +D). Save the subs and reopen in Maestro and check if they are in sync. Repeat till subs are in sync.
For cases where there is a gradual loss, do the same as above but instead of adding a delay, perform an adjust (Edit-Timings-Adjust-Adjust Subtitles or Ctrl+B) by increasing or decreasing the timing in the last spoken line field. Ensure that you have selected the affected portion of subtitle first.
Do not adjust subs by viewing movie in Workshop but rather viewing the movie in Maestro. Also make sure that you save the file in Workshop and reopen in Maestro after every change.
