I have a movie that is -mpeg-1 video 352x240 29.97fps 1150kbps.I would like to increase the size of this movie to as close as possible to a standard ntsc size of 720x480.What is a good program to use to make this possible?

The quality is really going to suffer. What are you going to use it for...just curious.
