  1. I have a movie that is -mpeg-1 video 352x240 29.97fps 1150kbps.I would like to increase the size of this movie to as close as possible to a standard ntsc size of 720x480.What is a good program to use to make this possible?

    352x240 29.97fps is valid for VCD and DVD. You won't improve the quality by increasing the res. In fact it will probably look worse!
