Any tools to edit PGC's, cell pre-and post- commands?

There is probably an obviuos answer. I'm getting my feet wet in DVD specs, and I suspect the only way to get a really clean split is to

1) identify cells shared by multiple-PGC's, and

2) bypass these cells within the PGC that I'm trying to wittle down.

3) edit menus to ensure that no links to a blanked cell can be chosen.

Does this make any sense?
