I've read many posts concerning 1/2 D1 vs full D1. I see the difference in sharpness when capping with my straight to mpeg device.
I've also read Satstorm's DVD compliant resolution article, where he states that 704x480 (NTSC) is compatible with most DVD players. I'd like to save a little bitrate and use 704x480 vs 720x480. Are players moving to becoming more acceptant of this res or less? In other words, in 5 years will this be a non-issue? is it now?

I'm not sure what SatStorm said, but 704x480 is an official size for DVD. If a player supports the standard, it supports that size. Maybe he was saying that some commercial discs use this size. AFAIK all dvd players are ok with this.
