  1. I have several video (music videos) files that I am trying to get onto a dvd. A lot of them are in .mpg file form. How do I convert these into proper mpegII format?

    You need to reencode them. Try TMPGEnc, possibly its most user-friendly encoder out there. Free trial will let you do MPEG-2 encoding for 30 days.

    EDIT:
    You may not need to reencode video if it is according to DVD specs (DVD can use MPEG-1 at certain specs), and you may not need to reencode audio either if it is at 48000Hz (48kHz).
    Install trial version of TMPGEnc DVD Author and load your files, it will tell you if files are not up to DVD specs. It also is one of simplest dvd authoring tools out there, you may like it
