at cnet itsays that the analog video format for this player is NTSC, does this mean that it doesn't play PAL encoded vcds?

Dont know for sure about the 434 but some Pioneer have a switch at the rear for PAL/NTSC/AUTO. Mine plays both.
I think it means that the output video signal is NTSC, it will probably play PAL discs, it will just convert them to NTSC itself for the output. -
it will play NTSC, NTSCFilm and PAL VCD's
for DVD's if you don't 'chip' it - then in the US it only plays NTSC
