As hardcoreruss stated, obviously! Any time you compress something digital, you have to toss away something. In this case is is supposed to be redundancy which is not supposed to affect image quality. It's just like when you convert from a tiff digital image to a jpg. The jpg is about 1/10 smaller ( stored file size ) depending on how much you chose to compress it.
The simplest way to determine how it affects the video ( not the audio - shrink only shrinks the video ) is to do just a couple of minutes of the movie at diferent rates and open the resulting .vob in you computer's dvd playing software. If you have an lcd screen, you can really tell the diference. Regular tv is actually quite forgiving. Usually, if it looks a bit overcompressed on your pc, it will be perfect when seen on up to a 32 crt tv. Go to a 55" + high deff prejection or plasma tv and that's another story. It is also up to the eye of the beholder. In short, yes it does reduce if you will, the quality. Whether you can detect it with your viewing conditions is another story.
